The first condition is that you’ve never loaded a game with the weapon skin equipped. Even if you select the weapon in a Custom or Practice mode, the skin will count as “used”, and you can’t refund it.

The weapon skin must also have been purchased less than 14 days ago. For instance, if you bought the Singularity Phantom skin on April 9th, you have until April 23rd to request a refund on the skin.
